Oh, trust me, we were annoyed by how much time she spent/spends being her mother, too.
That said, when she -does- have a cool heroic moment, it's usually really neat (anything from "Let's make some trouble" at the end of book 1 to her backing way from the edge of the abyss in book 10). Part of it, I think, is that the comedy is fun enough, and that enough of us trust Phil and Kaja to deliver on their narrative promises, even if it takes a while.
Regarding the underwear...well, it's a thing. The ironic thing is that Agatha "in her underwear" is still showing less skin than many more modern ladies do in the summer.
