Since several of the actors are known to be good ones, and combined with what you said above, I was wondering if the director had asked them to do that so that everything would be sloooowed doooown and perhaps the slow-seeming animation would seem less so.
I have no idea, but it would not surprise me if that were the case. The queen's lines, in particular, seem to have been performed with matching the beautiful sleepwalking CGI figure in mind.
